It's French, with eagle head hallmark indicating 18k gold, and set with a turquoise cabochon "brain" and, unusually, emerald "eyes". The details are charming, with oversized scales and a cartoonish grin. Given it's got part of it's tail in its mouth, I guess it's technically an ouroboros too. A fine specimen either way.
